Stabilization of the banks of Plage-Jacques-Cartier Park

Designing and implementing innovative solutions to protect riverbanks while enhancing an emblematic natural landscape.

Located in the Sainte-Foy-Sillery-Cap-Rouge borough of Quebec City, Plage-Jacques-Cartier park is a natural jewel offering privileged access to the St. Lawrence River. The 2.6 km-long park is bordered by imposing rocky cliffs and an unspoiled beach, essential to the region’s biodiversity and spectacular panoramas. Faced with increasing erosion, the City of Quebec has launched a vast project to stabilize 1,215 metres of shoreline, divided into two phases. The aim: to preserve this unique environment, secure the infrastructure and guarantee the long-term future of this popular site, while minimizing the environmental impact and enhancing the value of riverside ecosystems.

Commissioned by the City of Quebec, Artelia mobilized a team specializing in eco-engineering, landscape architecture and environment to design and implement innovative bank stabilization solutions. Our work included precise drone surveys, in-depth feasibility analyses and the creation of vegetated riprap combining structural strength and ecological integration. We also developed reclamation plans emphasizing the renaturalization of the site with native species, while complying with the strict requirements of the MELCCFP. Working in demanding winter conditions, our teams developed innovative techniques to protect the banks while minimizing environmental impacts and preserving the river’s emblematic landscapes.

In addition, the work included refurbishing the main beach path, repositioning the street furniture and public lighting, and improving the plant composition of the shoreline strip, thereby enhancing the functionality and natural aesthetics of this exceptional space.
