Our experts in Urban Infrastructures at the Laval office are currently carrying out the progressive deployment of 5,000 dynamic signage panels to manage on-street parking in Laval. Our Mobility, Lighting/Transportation Electrification and Transportation & Intelligent Mobility teams are also involved in this multidisciplinary project.

Dynamic signage has the advantage of displaying parking bans on demand during municipal operations, such as street cleaning or snow removal, and of being integrated into the City’s existing operating systems. They optimize parking ban periods by reducing them to the bare essentials, and provide a clear message to citizens. They also play a crucial role in the City’s operations, enabling parking bans to be displayed remotely, without the need for workers to travel to install temporary signage.

A first in Quebec for this type of sign

Following several pilot projects and the evaluation of different on-street parking management methods, Ville de Laval observed a high rate of compliance with dynamic signage, as well as a significant improvement in the quality and efficiency of maintenance operations, compared with traditional static signage and the alternative parking policy.

This is a first in Quebec for signs of this type, which, in addition to a luminous “P”, display a LED matrix to indicate the prohibited period. The system used is solar-powered, and each panel communicates with a centralized platform that transmits commands to turn the panels on and off, and to program interventions in advance.

 Implementation of 15,000 signs analyzed and validated

The City awarded a turnkey contract to a contractor for the design and installation of the signage system, while mandating Artelia to provide technical assistance during the design, implementation and deployment of the solution, as well as site supervision. Artelia analyzed the layout of some 5,000 dynamic signage panels, validated and approved the location and layout plans for some 10,000 static signage panels, verified technical documents, took part in testing, ensured the conformity of deliverables, dealt with citizens’ complaints, carried out monitoring using GNSS readings, and validated the commissioning of the system. This support enabled the City to guarantee the quality, compliance and smooth running of the project at every stage.

 We are pleased to contribute to the implementation of this technology, which will be a welcome improvement for the public while reducing the impact of street maintenance operations on parking space availability.
