The Urban Planning team, which brings together the urban planning and civil engineering departments, will apply its integrated design approach.

Our Urban Planning team was commissioned by the City of Rouyn-Noranda to develop the layout and infrastructure concept for a new residential development in the Dallaire neighborhood near the city center.

Rouyn-Noranda is currently undergoing a major transformation of its residential fabric. Redevelopment in the area surrounding the Horne smelter, combined with growing demand for housing driven by the dynamic mining sector and the expansion of the UQAT campus, is creating increased demand for accessible, high-quality living environments.

In this context, the Dallaire sector has been identified by the City of Rouyn-Noranda as a location conducive to residential development. Following an agreement between the City and the Quebec Ministry of Municipal Affairs and Housing (MAMH) aimed, in particular, at promoting the construction of new housing to meet the needs of residents in a buffer zone who are required to relocate, Artelia was commissioned. Our team’s goal is to plan the creation of an exceptional living environment that will meet the needs of its new residents, with a minimum of 65 housing units spread across buildings of various types on a minimum of 18 lots.

A proven integrated design method

As part of this project, the joint urban planning team, bringing together urban planning and civil engineering departments, will leverage its proven integrated design method. This approach allows us to imagine the best project for each location by combining best practices in development, stakeholder aspirations, site characteristics, technical feasibility, and cost control. It was this method that worked in our favor in winning this first contract from a public urban planning tender.

A project guided by respect for the natural environment

Throughout the project, we will pay particular attention to preserving wetlands, woodlands, and biodiversity, while highlighting the site’s trails and natural assets. Our approach is based on a rigorous analysis of the terrain, sustainable stormwater management, and harmonious integration with the topography. This will enable us to meet the requirements of environmental authorities while taking into account the concerns expressed by the community. Our environmental characterization experts will participate in the project by conducting a Phase 1 environmental study.

This project is a great opportunity for our teams to demonstrate our ability to offer integrated and well-thought-out concepts aimed at creating a human-scale, innovative, and sustainable living environment.
