Project and construction management for the Eastmain-1, 1-A, Sarcelle and Rupert detour hydroelectric developments

The Eastmain-1-A-Sarcelle-Rupert project stands out for the integration, right from the design stage, of measures designed to protect the environment while taking into account the concerns of the host community.

Thanks to a combination of dikes and canals that facilitate water flow, the creation of the Rupert diversion bays ensured minimal flooding of the area. This major project included two hydroelectric power plants, a dam and a vast infrastructure network located 88 km north of Nemiscau. With an installed capacity of 768 MW, the Eastmain-1A power station has increased energy production capacity thanks to a nominal flow of 1,344 m³/s and an estimated annual gain of 2.3 TWh, while the La Sarcelle power station with its three bulb groups offers an additional total installed capacity of 150 MW.

As prime contractor in joint venture with SEBJ for project management and construction management, we handled the entire project from planning to commissioning. Our services covered participation in the environmental impact study and the performance of certain environmental assessments, certain specialized studies or designs such as the design of the bulb groups, budget monitoring, contract management of engineering, construction and procurement activities, as well as coordination of equipment commissioning. We also supervised site logistics, including a 1,500-worker camp equipped with all essential infrastructure: road networks, water supply, water treatment, telecommunications and daily living services, not to mention the specific mandate to train cohorts from the native community in order to integrate them into construction monitoring and quality control activities.

Thanks to our expertise in project management and collaborative construction management with the client, we delivered a high-performance facility that respects the environment in which it is located.
