Reconstruction of the Île-aux-Tourtes bridge

A design-build renovation for improved traffic flow, enhanced durability and a reduced environmental footprint.

The Île-aux-Tourtes bridge, a vital piece of infrastructure put into service in 1965, provides a link between Montreal and Vaudreuil-Dorion, crossing the Lake of Two Mountains. With some 86,000 vehicles per day, 10% of which are trucks, this bridge plays a strategic role in Quebec’s road network and in foreign trade with Ontario and the United States. The reconstruction project calls for the creation of a new bridge with three lanes in each direction, a shoulder for buses and a multi-use path for pedestrians and cyclists. This design-build-finance (DBF) initiative also includes architectural improvements, environmental mitigation and management measures, and the dismantling of the old bridge.

Artelia, in partnership with ARUP, was mandated by the Ministère des Transports du Québec (MTQ) to act as Expert Advisor and Independent Certifier for this ambitious project. As Expert Advisor, our role was to oversee the project planning, carrying out an exhaustive review of costs, risks and schedules, while proposing optimizations. As an independent certifier, we guarantee the conformity of the project during its design and construction phase, by issuing attestations of conformity and monitoring the quality of the work. This mandate also involves managing non-conformities and coordinating technical committees, ensuring that the project meets the highest standards while minimizing environmental impacts.
