Artelia brings its expertise to a major project in Sint Maarten

Artelia has been commissioned by UNOPS to support the construction of a new correctional facility in Pointe Blanche, on the island of Sint Maarten. This project is part of the Detention Sector Reform Program, a government initiative aimed at modernizing the entire prison system and providing safer, more humane conditions.

The Government of Sint Maarten, through the Ministry of Justice, has launched the Detention Sector Reform Program, a landmark national initiative designed to transform every part of the detention chain, from pre-trial to post-detention. The program includes collaboration with both local and international partners, including UNOPS and UNODC. It involves the construction of a modern, secure facility, a CAD 72 million investment, fully compliant with international standards.

In this context, Artelia has been entrusted with a mandate to provide execution supervision and project management in accordance with Fidic standards. Our responsibilities cover several key areas: contractual management of the construction contract for major works, technical quality assurance and supervision of the construction works, HSSE and site security supervision, participation in laboratory testing, specialized technical support, and verification of testing and commissioning. These services reflect Artelia’s core expertise and represent an opportunity to strengthen our experience in international project management.

An international synergy driving a major project

To deliver this complex project, Artelia relies on the strength of international collaboration, bringing together Artelia Canada, Artelia Caraïbes France, and Pick Everard Artelia UK. This approach combines complementary expertise and mobilizes teams across regions to meet the challenge and deliver a modern facility that will have a tangible impact on public safety and community well-being.

Beyond construction, the new facility will include spaces dedicated to healthcare, education, and reintegration, in line with best international practices. We are proud to contribute to a project that aims to enhance public safety while promoting dignity and rehabilitation.
